I think it's because not enough people know about it, that's all. Most Western people who take an interest in Japanese pop culture tend to prefer electronic music or pure manufactured pop.

Because Luna Sea and X Japan were the only fantastic bands that ever came out of the genre.

Pretty much all visual kei bands after them tried to emulate them to some degree or devolved into some mediocre mash of some kind. + it's not really a distinct musical style, but rather a mix of music with theater since the visuals of the band are so important. Think about it: How many of these bands would you really listen to if they looked like normies?

I personally liked some VK bands like Kagrra back in the day,

but most bands are short-lived trash. X Japan is the greatest rock band ever, but they started something which nobody can continue.
