You know what? After listening to Bowie's entire discography over and over again, I've found myself enjoying Lodger the most. Sure, it's objectively the weakest and least avant-garde album out of the Berlin trio, but I find it the most enjoyable. It's a very humble and down-to-Earth album, experimental but not pretentious. It's just a really nice listen. I hope I'm not the only one who thinks this.

Yes, everything from Station to Station to Scary Monsters is indeed his best work. The new mix of Lodger is very good, but personally I prefer the original mix.
Heathen is the best post-Scary Monsters album other than probably Blackstar. It's even better than 1. Outside.
