Both great, not really comparable. They just did such completely different things with their music. I think comparisons of other artists is totally fine and fun but I like to draw comparisons within a closer spectrum.

Bowie, I like his voice more and also the sound in general of his songs, monnage daydream and China girl are good examples,but I do like Dylan, he has some nice songs and the lyrics are amazing

Bowie was a musician and artist, whose reputation for innovation and integration of styles is second-to-none.
Dylan is just a second-rate poet with a mediocre backing track, whose reputation is upheld by a bunch of lazy hippie drug abusers to strung out to recognize good music. He isn't remembered for music, just his cultural impact.

Rolling Thunder Revue tour is pretty much what Dylan would sound like doing glam rock. He had Bowie's guitarist Mick Ronson in his band and does more hard rockin' versions of his songs.

My mother made me see Dylan when he was in driving distance of our redneck town. His live performances have been WALKING DEAD since (at least as early as) those chickens shit in his lungs. I'd only pay for a concert because he's a Wilbury and rock dies when they do.
Then I actually did drugs and went to university. Bowie had a vision and then mostly did coke. Dylan blew shit up, did coke, and then went cowboy. The output and influence are not comparable but the girls in art school have pussy and Dylan has a giant Jew nose so the wall posters have been very skewed for about 20 years.
Moral of the story is: artists are all quacks, especially when mixed with cocaine. Life is so disappointing, kill your idols and become your own.

Dylan didn't do anything any other beat-poet-turned-mediocre musician was doing at the time. And don't give me that rubbish about Dylan not following trends. He was keen to hop onto organ and electric guitar music through the late 60s. Don't pretend to be such a fan of Dylan when you've got no idea. So many of his 'folk' fans abandoned him once he went electric. This criticism you lay upon Bowie is even more relevant to Dylan. The difference between Bowie and Dylan is that Bowie was successful at staying relevant.

Many people think his songwriting was at his strongest in the early 70s with Hunky Dory and Ziggy, he was pretty consistent until Scary Monsters, and imo, was consistently good again from 1993 on when he released his underrated underlooked Buddah of Suburbia album
On the other hand, Bowie always surrounded himself with people as talented as him or arguably more talented than him, from Rick Wakeman to Trent Reznor, not just Eno. Even his last album before dying owes a lot to that sax jazz musician he hired.
Bowie himself isn't really that great of a guitar player. He's pretty sloppy but does simple riffs like Rebel Rebel well. But he made up for it by getting the best musicians possible from Fripp and Belew to Stevie Ray Vaughn to play on his albums.
But Dylan had The Band who were pretty talented in their own right.
