Is anyone aware of this obscure Demo Tape by Devo? It dates back between 1970 and 1972, and it hasn't' even been bootlegged.

Rock Lobster is one of 100 best rock songs ever written. And yes, it is the actual standout on the album (pre-empting a nice user who incorrectly claims that it isn't whenever I write this comment; Planet Claire is nice too).

Do you guys consider stuff like Devo, XTC and The B-52's to be 'post-punk'? It's clear to me how bands like Blondie and The Cars shouldn't, but these three sound kinda post-punky to me.

I consider all new wave to be post punk. New wave was about taking the basic structures that punk unearthed after years of wankery, then adding an electronic or modern hook and making fun pop. I think the whole punk thing was more about getting fresh blood on the pop charts and reiterating that the hippie movement is way dead.
It holds up real well because straightforward pop never ages and there were some solid songwriters in the movement.

New Wave teetered on the edge of punk/post-punk, and this can especially be heard in the late 70s early 80s before the synths really took over, then it became more synth-pop/new wave.

This. People consider The Police, Japan, and Blondie to be New Wave. It's a very broad genre.

What is the Yea Forums take on Oingo Boingo? Is their stuff generally accepted as a good and unique infusion of New Wave and Ska or disregarded as campy and forgettable outside the 80s? I would ask what their best album is, but we would already know the answer to that is Nothing to Fear.
