Here's my take: I recommend Sgt. Pepper as a greater achievement, but on any random day of the year, I'd probably rather listen to Pet Sounds.

Pet Sounds. The Beatles were a great band but completely incapable of putting out a perfect album whereas The Beach Boys have several.

Beach Boys and Kinks didn't released half of the masterpiece Beatles did so no they are not even close.

I feel Sgt. Peppers incorporates other instruments and other styles of music but not as impressively as Pet Sounds. She's Leaving Home is the baroque song and Within You Without You is the India song. Pet Sounds blended a huge number of instruments including stuff like the theremin and made it sound rather original, not like it's just delving into different already established sounds.

Sgt. Pepper sounded like it was trying too hard to be interesting. Pet Sounds was still trying to be a likable album as opposed to a 40 minute wankfest with single padding

Pepper isn't even the Beatles' best album. It tries to be all over the place but achieves nothing. The leap from rubber soul to revolver was great, the leap from sgt to white album eas also great, but sgt is just repeating revolver but with little more orchestration. Yes, there may be great ideas, but the way they were put into songs is poor. I do appreciate eclecticism of Beatles, but in this case the songs are just bad both if you consider them as pop songs and if you consider them as progressively sounding stuff (tomorrow never knows, I'm only sleeping, strawberry fields, revolution 9 were probably rather progressive)
And on the other side we have pet sounds, which came out before any other artist even tried to do something progressive and conceptual. Before face to face, before freak out, before revolver etc. It sounds as a complex work both musically and lyrically. It was composed and arranged entirely by one guy, it sounds copmlex, but it remains a good sounding record. It just flows and you don't pay attention to random gimmicks but it still sounds much greater than everything else. Probably true that beach boys didn't do any other great albums like this, but again, the leap from everything before to pet sounds is just giant.
