Sleep Cycle was ALMOST there imo, and the band Eeeks has come close with Pet City and Oracle (if you hadn't checked those out yet just listen to the song II Novo 60's) but honestly nothing has topped Congratulations imo. Siberian Breaks is a titan among psychedelic rock/pop that has yet to be dethroned.

No. Not only it’s the best pysch record of the decade but also the ultimate conclusion to rock and roll music. Listen close to Flash Delirium and Title track, it’s a major theme.
