While sampling makes some songs sounds 'cooler' and a bit whacky. It's not that hard to listen to a clip, download it, and then slap it over a song.

Where is the talent in that?

a lot of times it really doesn't. It doesn't require nearly as much talent as producing the original piece. There are exceptions but mostly it is used as a crutch
