Magazine are fantastic - you probably already know it, but if you haven't, check out the Buzzcocks EP Spiral Scratch. It's when Howard Devoto was still with the band, and it basically sounds like a rougher, earthier Magazine

Yes, I was actually completely obsessive with Amebix for a while, and they'd be my number 2 for the 80s, after Hüsker Dü. They're actually a big part of why I'm so fond of bands like His Hero is Gone and Fall of Efrafa - I loved Amebix's big, doomy, apocalyptic sound. When I found that new school of crust ("neocrust") I was really excited because they're completely based on that side of Amebix, which it seemed like a lot of the earlier d-beat/crust stuff had ignored (though there's a lot of great earlier crust, obviously). good eye

Johnny Thunders is great! Tho I'm actually a huge fan of David Johansen. The New York Dolls have amazing energy, I actually saw them live when they first reunited and they were actually really good. For Thunders specifically, though, You Can't Put Your Arms Around a Memory is probably one of the best rock songs ever written. Some of those Heartbreakers songs are great too

Punk is old and boring and old. Do something new.
There are lots of punk bands doing very fresh stuff. Nothing comes out of a vacuum. The hip hop movement started around the same time as punk, metal started earlier. Blues and rock started way earlier, and classical and folk obviously predate it by centuries. There is a little revivalist punk stuff, but most of the newer stuff incorporates everything from EDM and noise to black and sludge metal. Your comment is meaningless.

I don't care. If we're counting screamo, there was some cool shit in the late 90s and early 00s, but I don't really consider that punk.
I definitely consider screamo a punk genre. From the 90s on, it definitely became a thing where even people in punk bands stopped calling themselves punks except for a few distinct subcultures like d-beat, gutter punks, and "oogles." But I think the screamo bands were all very clear that they were playing punk music
If we're counting that, it doesn't get much better than Circle Takes The Square, Orchid, Saetia, and Gospel. It seemed too artsy to be considered punk, especially CTTS with their nine minute long post-rock influenced shit. I think of punk as being more stripped down and bare bones. Orchid were definitely the most chaotic and "punk" of the bunch.
There's always been a very artsy side to punk, hell you yourself list Siouxsie and Magazine. I think it's hard to separate the intense stuff from the artsy stuff, especially with bands like Funeral Diner who were as intensely skramz as they were post-rock. Tbqh I've kind of slept on Circle Takes the Square, but you might like the emoviolence band Ampere, and you might find the "emocrust" band Anopheli interesting

I don't know, man. The 70s punk explosion felt more natural to me, and the 80s hardcore shit feels like a bunch of people dressing up as punks and acting the way they think punks should act, rather than being themselves.

I saw john brannon’s current band open up for dinosaur jr last year, he played a killer set but the crowd was full of nu-males who were damn near booing him. he was twice as angrier as he sounds in recording. dinosaur jr did a cover of one of their songs as an encore with brannon singing too, it was a great show.
