But for me nothing will beat Ziggy... Five Years' absolutely frantic imagery as an opener sets the uneasy tone for the story and Rock and Roll Suicide's Religious Emploring "GIVE ME YOUR HANDS!"
Station to Station is quite good too
I generally agree with what you're saying. Except I would place The Next Day around the quality of much of his 80s work, and Blackstar to be near the quality of SOME of his 70s work.
Ultimately, I see Ziggy and Station to Station as his finest works. My preference between the two can vary depending on my mood.

His best work is Ziggy.
I tend to agree. But I also think it is really important that Bowie moved from both the character of Ziggy, and the album's emotional glam-rock style. Bowie's shape-shifting throughout his career is a large part of why he has become so legendary. It is possible that Ziggy wouldn't be viewed as favorably if Bowie hadn't underwent so many distinct transformations.
I don't know why anyone would say Ziggy is his best. It Ain't Easy and Lady Stardust are crap, his lyrics were distractingly bad and he couldn't sing properly yet. imo his peak was Sts to Lodger.

It Ain't Easy is hated by most fans. That one is not even an unpopular opinion of mine. Most people, including myself, would prefer it if John I'm Only Dancing was in its place.

Same. It's not his best but nowhere near his worst. Survive, Thursday's Child and The Dreamers are great. And I like that Bowie went back to that kind of sound with So She and I can't Give Everything Away.
