These are facts. It's quite apparent that Radiohead did not want to be associated with Britpop/mainstream radio which is why they didn't officially release it until 2017. It's the same explanation for why they practically disowned Creep and went anti-pop on Kid A.

However, no one expected Creep to be such a massive hit, and no one expected them to follow up their middling debut album with something as good as The Bends. And then OKC solidified their status as critical darlings. The band wanted to express themselves creatively and certainly wanted to get paid, but the hype surrounding them was understandably difficult for them to reckon with.

Maybe it's not as present as it could or should be, but just because it isn't doesn't mean it sucks. That's why a lot of people think the basslines in songs such as Airbag and Paranoid Android are so good and essential to the songs. If they were not mixed well, people would point it out.
