Because most "big" rock bands rarely visit, so when they do, even if they are well past their prime.
No one cared about Pearl Jam in 2005, but look what happened the first time the toured south america that year.

Not just the 90s, some 80s ones are huge. Depeche Mode visiting is a bigger event than any relevant artist from the last decade and 1/2.
In Argentina for example, Beyonce barely filled a mid sized arena, while DM sold out the biggest stadium in less than a week, and tickets where not cheap...
Same applies to any classic rock act, cant think anywhere else where Roger Waters can sell put 4 shows of material from "Animals" alone..
