Izone make more money in Japan thus it's more profitable to promote them there and capitalize on all the Sakura fans now. When Izone is in Japan there is zero risk to having Fromis promote in Korea especially since LoveBomb allowed them to move into the middle tier of girl groups already.
The only thing Izone will probably block is a serious Japanese debut for fromis until after they disband. I'm not sure how many Fromis even know Japanese yet so it's no big loss.

Stone has the resources to force a cutepop group into the spotlight but other non Big 3 don't. Look at FNC they debuted a fuckhuge cutepop girl group this year and they are going nowhere.
The only girl groups that have broken through into any level of success in the last year or so are the girlcrush groups like Itzy, Gidle, and potentially Everglow and even then girlcrush isn't a guarantee because Gugudan and WeMe keep trying it but keep failing to break through

Right now girlpop revolves around Twice and BP. It's like if the 2nd generation only had SNSD and 2ne1 and Kara, T-ara, etc were never able to compete effectively. SM are big enough that RV can do whatever they want and don't really have to compete directly, GFriend still do solid with their purepop stuff because they built a fanbase early enough and Mamamoo can do the vocal thing they do but virtually every other group seems to be modeled around Twice/BP or some sort of Gfriend style purepop even though they won't succeed.
