I'd suggest building your verses around the main theme that the chorus conveys, of course id imagine that's just common sense

Think of the chorus as an extension of the song, rather than the other way about. The verse should tell a story, the chorus should fit with the theme. If you really can’t think of anything to say beyond the chorus then is it at all meaningful?
