Personally, it's not as amazingly mindblowing as Scaruffi makes it out to be imho. But if you really pay attention to layers of sound going on throughout the entire album & just how well-composed it is, it does actually sound pretty one-of-a-kind on its own desu.

While I do agree that TMR & Faust are the more superior pieces of sonic art, I think Robert Wyatt did a pretty damn good job conveying his emotions the way he did at that the time by creating an album like Rock Bottom, considering his tragic circumstances prior.

Though that doesn't prove anything because their brand of freeform prog nonsense takes a hell of a lot less attention and focus than an album with a much more minimal, personal and intensive scope.
