Literally everything else they did in their classical era was worse than that. I haven't looked too far into it, but my personal theory is that they themselves suppressed (didn't release) The First Annual Report at the time, because they correctly intuited that if they had done so (less than 15 years removed from fresh public memory of the Moors Murders), then they would have become immediate targets of violence, more than they'd even bargained for. The Peter Sotos-clip on second annual report is worse, Hamburger Lady is worse. They're still being plenty creepy here of course (Convincing People/Persuasion/the dang album cover which feeds into John Balance's "White Cliffs of Dover" lyric on Horse Rotorvator)
