A few reasons:
1. Billie was originally signed to Interscope (a literal industry greenhouse) after her song Ocean Eyes (written by her brother) got a lot of plays on SoundCloud due to industry professionals close to her family sharing it. Hollywood brats make perfect plants since they already have knowledge of the industry.
2. Billie is a gentrifier, in the sense that her/her brother's music is a pop-ification of underground/"SoundCloud" rap that's sugared up enough to sell to teenage white girls. She wasn't originally marketed that way and it's highly suspected her new image had everything to do with Interscope wanting to use her to win over X's fan base after his death.
