heat and fluid movement helps. make it swirl around or have a fan move the surface liquid. Just be careful with splashing.

I've been etching with iron III oxide and it sometimes took forever and left a layer on the board of residue or went too fast on the edges.
But it has been 7-15min everytime.
Now i don't bother with the chem and buy it for 4 bucks from china.

Had the same with the first trys. Are you sure you got the illumination right and its unused etchant?
If it started etching, it left some black powder on the board. It stopped etching the copper under that residue so i always swirled it around. But that probably exposed the corners to more fresh stuff.

its not developed i'm doing it with a sharpie, its working fine from what i can see just taking forever to get in to the middle, i should have sanded the board a little to get any protective shit off but wasn't really thinking

i always use jlc which will take too long and im not paying for the faster postage like i said
its for a tube amp, most stuff i just soldered directly to the tube sockets but some of it needs to be somewhere else

Thats also possible.
Most boards nowdays come with a protective film on top to avoid having the copper go green in the air. There might be oil or glue left. Some have photoresist already applied.
If you have an old toothbrush, gently go over the board then. That should be soft enough to not scratch away the sharpie but get things going. Just make sure to clean and dispose it right.
And if that fails, just have the cnc scratch the negative out of it. The copper is 35µm and the board is 1,6mm thick for most boards.

Just a fair warning with the toothbrush: That splashes tiny droplets and you have to go very slow.
