Nu metal was more the result of young bands taking an influence from a number of bands like early RHCP, Faith No More, Mr. Bungle, RATM, White Zombie, Pantera (post glam) etc etc, who were all doing unconventional shit that didn't fit in well with any traditional metal music.

Arguably the much of the value of both genres is based in their cultural roots. With metal it draws much of its energy from a rebellion against homogenised consumerist and white suburban culture. Hip Hop on the other hand draws a huge amount of its creative impact from the struggle of usually urban black Americans in a society that has been and is historically hostile to their quality of life. The two genres are so incredibly far removed in their cultural foundations that the fusing of the two is often done by artists unaware of the nuances in both and therefore are clumsy in their execution of said fusion.
