I live in Missouri and this is pretty much how it works here. You pay a subscription fee to the local fire department (like $100 a year) in exchange for Fire and ambulance services. When you consider you'd pay like $400-500 more a year in insurance without fire protection, the $100 is chump change. And it's nothing compared to the way we get raped by School taxes.

They're moving public depoartments to non-tax funding.

This is acceptable as long as not a forced monopoly.
