I know most of his friends and fans were in denial about the fact that he was dying, but it wasn't a shock and I was actually surprised he lived as long as he did.

every track is solid which is a real rarity for his albums
Dollar Days and I Can't Give Everything Away have some effects on the instruments - specifically the guitar - that kind of sour those tracks. Besides that however, it's the most interesting set of songs he'd put out since Outside. 'Tis a Pity She Was A Whore is easily top ten Bowie material. Thankfully, it's also got many Bowie fans who had neglected his underrated 90s albums to re-examine them.
Agreed, very solid pop album with great production. People often overlook the quality of the songwriting on that album, Let's Dance in particular is very unorthodox for a pop song.
He had a very wide musical and artistic palette to draw from, and was an expert at being able to synthesise those disparate elements together. The times when his songwriting became dull was when those sources dried up (became too focused upon commerciality in the 80s and became too focused upon rock classicism in the 00s)
