There's nothing in the Constitution that says mail in ballots aren't permitted for Federal elections. What is unconstitutional is requiring a State issued ID for a Federal election -- that's been ruled on twice by the Supreme court and found to be unconstitutional but GOP led states are trying to do it anyway.

It does for Federal elections - but it also doesn't say that you have to prove your citizenship with a State issued ID. That's because of the separation of State and Federal jurisdictions which is explicit in the Constitution. If the States really wanted to be above the board -- they'd mandate that everyone voting in a Federal election have a US Passport which they aren't doing because 1.) it'd make all these poor whites that vote GOP shell out $120 for a passport they would never use and 2.) they can't make artificial restrictions on who can and can't have a passport in their State.

Requiring Voter ID is fine but allowing individual States to choose what that ID is for a Federal election is illegal.

The people who 'can't afford' an ID are probably having all their food and housing paid for by the government anyway. So they end up getting it free anyways.
