I disagree with him often, and his guests are hit and miss, but I listen to the show once every week or two.

Disagree. Joe gets people to talk, and at the end of a podcast, you'll have learned a lot about that person. That's exactly what a good interview does -- get the person they're interviewing to talk.
Granted, Marc Maron on WTF *really* gets people to open up; he gets people talking about their childhood in minutes, but just because someone is better at something doesn't mean you're bad.

The interviewee is basically giving an lecture while Joe mutters in the background. His reaction questions are surface level, or just saying "really? thats crazy."
Basically he serves almost no purpose in the interview. Which makes him a bad interviewer.
If the podcast was a platform for lectures, then it he would be a good lecture host.
He's like one of the people I know that didn't go to college because it was probably too difficult for them. He probably has a lot of trucker fans as a result.

My point is that a good interviewer isnt someone that just lets the person say things without any back and forth.
A good interviewer does research of the guest and asks prodding and interesting questions that makes the guest expand on their ideas.
Just letting a guest speak without any contribution of the host isn't a good interviewer, they are just a part of the audience at that point.

It isn't their job to change the interviewee's perspective.
Political newscasters do that.
That's not what Joe is.
Some of the best documentaries and interviews don't even have the interviewer on camera. It's just the person being interviewed, going on about their views, and it's up to the audience to decide how they feel.
If Joe pushed back the way you think he should, he wouldn't be able to get the guests that he does, because people would expect a fight.
Plus, the audience wouldn't get to hear Joe's guests' true perspective, because they'd filter themselves to avoid an argument.
