Who says he failed? Taking Ukraine piecemeal over an extended period of time is still a win for Russia. It doesn't seem like they're really spending a ton of resources here. It does affect their economy and global trade, but those are relatively temporary adjustments, whereas Ukraine becoming part of Russia again are going to be relatively permanent changes.
