Electioneering out of OK Computer fits the label pretty well. It's a neat song and it fits the album's overall theme, but it's just weaker than all the other tracks. Way more of a straightforward rocker, lacking all details that make the other songs better. It's a good song, but it's clearly kind of a throwaway one.

Could also be length. See how Sweet Sweet is insanely short, not bad in the slightest but considered filler for that reason
