Because a lot of the time it's just fucking bad. Compositionally really boring. Most of the time it's literally designed for you not to notice it so you're not distracted from the gameplay. Obviously there are exceptions, but most video game music is shit. A lot of soundtracks people claim are good are also shit, by the way. Metal Gear Rising being the biggest example I can think of.
