I'd argue no. It's a good album that's catchy and jammy, but it's still devo. I've listened to Devo's entire discography, and you know what? Devo's okay. This is there best album.

Anyways, I'd personally say Talking Heads 77 as peak new wave. Or Casiopea if you consider jazz-funk new wave fusion.

imo early Devo, Pere Ubu and Talking Heads were all post-punk, not new wave. (Casiopea is neither) To me, new wave is punk rock and synthpop blended together and commercialized and Devo didn't really do that until Freedom of Choice.

The term was invented by the Talking Heads' manager, because some radio stations wouldn't air their music, because it was labelled punk music. Because the Talking Heads weren't a traditional punk band, the term stuck and caught on for other bands with a similar sound.

I agree with you. Early Devo and early Talking Heads still have too much punk in them to be what we would now think of as peak New Wave.

New Wave in an umbrella term for that era of music. By some definitions Joy Division could be classified as new wave.
