Of course, the level can be adjusted extremely low, or just use headphones. You might get some problems if you're living right above someone, though. In every apartment I've lived in, the people below me say it sounds like someone is banging on the floor whenever merely I played keyboards. Don't know if it'd be the same with drums.

You can still hear it. When i play normally people can still talk over it. Percussive sounds carry more than voices though. Depends on how hard you play, your neighbors and your apartment.

if you are a drummer in an apartment you're fucked unless you find a band that has a good practice spot. electronic drums aren't fun at all and you'll always be paranoid about people complaining.
