Bлaдимиp Bыcoцкий for example is apparently hugely famous and influential and wrote hundreds of songs but they weren't allowed to be published in the Soviet Union and had to be consumed through amateur recordings. His career lasted for decades but basically all his releases are from after his death in 1980 and even some of those major releases are from non-communist countries like France.

Russian is a great language for rapping in. It's got a good balance between flow and percussiveness unlike say French or German which are shit for rapping. Russians also deserve to get credit for inventing a genre that heavily uses rapping (hardbass) but actually is completely independent from hip-hop, unlike Brits who insist Grime isn't hip-hop yet also suspiciously seem to be trying very hard to sound exactly like trap.

As somebody who enjoys making a point of trying to listen to music from all over the world, I've always found these oppressive governments annoying because they basically reduce giant countries with millions of people to some shitty metal band that doesn't even perform there or some bland pop album from 40 years ago.

It is though, it's chiefly based on European (especially British) house and musically just doesn't really have much in common with hip-hop. It's electronic and it features rapping sometimes but any genre can have rapping in it, there's even rock with rapping in it.
