The whole idea of the "voice of a generation" is retarded, but if Kurt Cobain and 2Pac are the voices of Gen X, then Jack White and OutKast are obviously the voices of the oughts, because they were the taste-defining acts. That said, the same way different Gen X'ers would point to Trent Reznor, Chuck Schuldiner, or any number of other people as the voice of their own niche, Millennials can do the same. I'm sure some younger Millennials feel Gerard Way is the voice of their generation, the same way those same mallgoth kids from Gen X feel Jon Davis was their voice. The biggest hardcore band of the 00s was Have Heart, so there are a lot of hardcore kids who see Pat Flynn as a key voice, though I'm sure you don't know who that is. There was an entire post-rock kid subgenre of kids who just listened to "crescendo-core" bands like Explosionsinthesky and stuff like that. While Jack White was the main figure of the garage rock revival, there are plenty of people into that music who cared more about Julian Casablancas, or (in my case) Pete Doherty.

Billie Eilish is the voice of teen Zoomer girls. That's probably a small step down from the voice of Millennial teen girls (Hayley Williams), but it's a huge step up from Gen X's female role model, Britney Spears.

Sigur Ros, GY!BE, Tortoise, stuff like that. The reason Explosions in the Sky is always referenced is because they really best embody what people are thinking of. Post-Rock had been an underground indie genre since the 90s, but in the mid 00s it finally became kind of a niche fad, that was all mostly instrumental bands with really long songs, really long names, and lots of guitar noodling.
