What are some singers that aren’t really that good at singing, but get a pass because their voice is distinct or idiosyncratic?

Bob Dylan is commonly cited as this, and I know he's gonna show up in this thread, so I want to stop that before he comes up. Bob Dylan is a good singer, he hits all the notes properly, there's nothing bad about his singing. He just has a raspy voice. Lots of guys have raspy voices, that doesn't mean you're a bad singer. If you hit the notes, and you're able to hit the notes that consistently in so many albums and at so many shows, you're a great singer. He also has a ton of soul and power behind his words, which is why original Bob Dylan recordings are usually better than covers of Bob Dylan songs. Bob Dylan just has a raspy voice, he's not a bad singer

when he quit smoking for nashville skyline and self-portrait, i'd say he was a good singer. but most of the time, i would say he was average.

Mike Patton. He's got a batshit crazy vocal range, and he's able to sing in a bunch of different styles. But he doesn't really do any one thing particularly well imo.

I'm not saying he is Newsom tier in singing regards, but he can sing and also has a beautiful voice
His voice is beautiful in its resonance and in his phrasing and the warm comfort it brings you in its obvious humanity, but as far as how people judge "conventional singing", he doesn't really do that at all.
That kind of might make him a great singer though, that he has such a unique and recognizable style.
