Honestly it saddens me you can't appreciate this album

To me, this album nails that kind of flattened, enduring, uneventful apathy like no other. Despite the constant low energy and repetiton (musical devices used well in this context imo), this album still has an emotional range. The range is narrow and muted, but I believe that's accurate to how a human experiences the states that are explored and provoked on Stratosphere. I don't think you're weighing the aspects of this album appropriately and/or youre not thinking of what the artists are attempting to convey. Instead youre looking for things you enjoy (chord variety, eventfulness) where they dont make sense or have little value in the context of this album.
