Kate being an industry plant is kind of a meme desu. Her record deal so she got free slots on the radio and advertisements when the record was released. That has legit just been every artist on a major record label for how many years now? Gilmour was looking for a female act to sign for a while. She argued with them to let her release Wuthering Heights as the first single, EMI wanted James and the Cold Gun. They didn't think it would be a huge hit.
Billie had an insane amount of features out of nowhere, and so much hype, they were selling her as a one of a kind organic artist that has a distinct point of view, while in reality there are people in the background curating that POV for her. A lot of people could take her place and come out as very close to the same artist if they had the same crew behind them.. but I get kind of annoyed when I see people acting like Billie has no talent or nothing distinct about her, she's obviously got a knack for performing and being comfy on camera, and has her own style od singing even if people don't think it's great or it was taught to her, she pulls it off well imo.
The hype came before anyone had really heard much from her. All of those early features make it look like you're out of the loop if you're not in on the hype for her too and that works especially well at getting kids attention. They fake like Billie is a huge hit before she is and that is a big part of what makes her a huge hit. You could've done what they did with Billie with say.. FKA Twigs and she probably would've been just as big a star.
Billie is essentially the same as any Britney tier pop star which would be fine if not for her handlers trying to sell her as something very different, and just because it sounds different people believe it pretty easily.
