Half diminished because 2 of the 4 notes in the chord are flatted, the 3 and 5, if you flat the 7 as well it’s fully diminished, you can’t flat the 1 cause then it changes the overall chords root

The third is not diminished. A diminished third over B would be Db. Diminished 3rds are very rare, because they usually sound like major seconds. Thus only two intervals are diminished in a diminished 7 chord, the fifth and the seventh. And only one of them in a half diminished 7 chord. One is half of two.
