This is a meme. Learning to play between the ages of 10-20 is the norm but it doesn't mean starting in your 20s or even later means you can't become as good, it's just far less common. Most people learn when they're younger because that's when their inspiration first strikes or they are motivated/forced by their parents. It's not like there's some chemical in your brain that fizzles out in your 20s that makes it harder to learn an instrument or get good at music.
