Luca Prodan was in England when post punk started. He founded a few bands and hung around with punk scene musicians. At some point he's too hooked up with heroin and leaves for Argentina. In Hurlingam he finds some fellow musicians and starts Sumo.
The thing is Estallando sounds a lot like Disorder. And his albums have a Joy Division vibe.
I don't really see how that makes him top tier. Sure, Seru Giran sounded like The Beatles, yeah but it wasn't a complete rip off like Sumo was.
Just my opinion though, I don't really like them

I've tried to start these kind of threads but outside of Latin America, latin rock bands don't seem to really catch much attention

For me the best are Charly's solo stuff, Calamaro, and Sumo

Though if I had to choose one best album it would have to be the self-titled Manal record from 1970

Their debut major album was called Divididos Por La Felicidad (divided by joy). And the title track sounds exactly like New Order's ICB, but with different lyrics.
Anyway yeah, while Sumo sounds a lot like JD and other post-punk bands, it also incorporated reggae.
