There's a humanoid form to the left of the big tower on the upper-left side of the photograph - it looks like an outline of a late 19th century man writing. To his right, you can make out a form with a bushy beard and a contemplatively raised hand supporting what might be a head.
All in all, it reminded me of a picture I saw once that depicted Marx and Engels writing together.
I thought this was some intentional statement about the tandem of the rise of turn-of-the-century industrial labor and the boom of the intellectual progression of workers rights.

In this case the cover art seems transformative enough to my eye, I studied a little bit of copyright law and I don't think that any competent lawyer could loose this case
Maybe I'm underestimating a little the value of the original work in the cover but I don't think so, Cartoon Network has a better case for the use of that background

If it was just a hand or a detail or something then I'd agree, but that's basically the entire image. When we're talking about full-on tracing, just changing colors and adding small shit on top is nowhere near as transformative as you think it is.
