A band that has been around for 40 years, achieved numerous top 40 singles and multiple no. 1 albums are somehow worse than a group that's been around for half that time (including their 7 year hiatus, something DM have never done) and got nowhere close in terms of success and legacy.
You're mixing quantity with quality. Ladytron released fewer albums and have a smaller career than Depeche Mode, but they kept the quality standards higher. For the last 10+ years Depeche Mode is on autopilot and released only mediocre albums. Also their first 2 albums are kinda mediocre and Exciter is bland. Meanwhile Ladytron keep releasing quality albums over and over again.
Sure, DM have bigger success and stronger legacy but it doesn't mean they are better. Also don't forget that Ladytron is a female fronted band and those kind of bands are always more underrated than male fronted bands. I still like DM a lot despite their flawed discography.

The commercial and critical reception of those albums (A Broken Frame aside, but that was when the group were still reeling from the departure of Clarke so it's bound to not be the greatest record) suggests that your opinion is in the minority.

604 and Gravity The Seducer are mediocre, the latter of which is incredibly disappointing. I haven't heard the new one yet.
