Record companies got rich. Hell they experimented with the imagery and aethics like in 1988 with Bowie's Tin Machine trying to get a hard edge back on rock after the hair metal years.

check out Spazz - La Revancha. there's definitely elements of doom metal in there. Also, Infest has considerable thrash metal influence, as does several other band lumped into the PV genre.

To me they're just a variety of thrash metal and hardcore punk bands with fast tempo changes that got lumped into the category by way of culture and time and place of the bands' origin.
