Depends really, seems like quite a few artists started out in the UK then moved to Ireland, and vice versa for others, which of those would you count? Like for example Aphex Twin is Irish-born but went to London for a college course and has stayed there.
I know The Divine Comedy is Irish, maybe floating between there and England.
They've definitely got Thin Lizzy though so that's good for them.

Found Fontaines DC recently, like them much better than other recent punk bands (Shame, Idles). Can't wait for a debut album.

Ah turns out only the frontman is Irish. With him talking at their shows and the whole vibe it's not hard to assume they're Irish.

One thing that always bugged me: Irish Metal sucks. Seriously, there is only a handful of good Metal bands from the Emerald Isle, and they all formed in relatively recent years.
