IMO, they are some experiment from a weird govenrment agency on mass histeria in order to cripple the wealth of a nation and arrest their development. makes sense when you're looking at a few nations in the verge of large political change towards democracy (which are vulnerable to manipulation) but also how to plant an idea to gain pollitical capital while stunting the health of the people at the same time.

Some more malicious minds would tell you that as certain asian people are starting to prod into massive genetic manipulation of their people, a possible response would be to try and provoke a disaster which in the end could promote a global acceptancy of things that come in needles, be vaccines or... other compounds of more dubious qualities.
