I got into electrical scooter after trying kinetic one.
I have retarded laws, which consider everything with ICE a motorcycle or car, thus I would need to have all certificates of safery (lol) and shit like taxes if I had an ICE. And motorcycle driving license, which I don't have. At this point you're better having a car, it will add speed, safety and shit.

This is not necessarily true. I have seen a lot of bicycles that handle worse than my scooter.
It all boils down to front end geometry, lower center of gravity, and ability to move your body around really far.
