The ONLY way it could be done without being overturned by the courts would be with a Constitutional Amendment. But gun control organizations and politicians are making no moves at all towards enacting such an amendment.
I can't read minds, so my guess as to their thinking is just a guess. But it is obvious that they get contributions, votes, etc. based on the issue, and that actually banning guns would put an end to that source of money and power for them. If it is obvious to me that keeping the issue alive keeps them in power, while actually addressing the issue would put an end to it, it is surely as obvious to them.
