Fasting would help if user has self control and discipline for a couple of days. After that the body starts to use that fat reserved precisely to survive the hunger. Also... to have neck fat you are probably morbidly obese or with an hormone imbalance. Go to a doctor first to check that.
Im actually not morbidly obese, i weigh 90kg at 165cm, yeah i am pretty fat but nowhere near obese, just have some chub. could it actually be a hormone imbalance?

Small portions of chicken and fish keep the bulk of what u eat to be fruit veggies nuts and seeds. Make sure you keep eating otherwise your metabolism won't do what you want it to. Drink water only. If your poor than start walking places. That should be good for losing 20-30 pounds in 6 months. Don't be a pussy.

Go keto and get a kettlebell. Actually being in ketosis is helpful, especially for those last few pounds, but doing your best to follow a keto diet, whether you are in ketosis or not, will change what you eat. I've lost 30 pounds on keto in the last two+ months. A kettlebell is like a cheap portable one-piece gym. It may not look like it, but it really is a whole body workout that you can do almost anywhere quickly.

Your BMI is 34.3. You're not chubby you're medically obese and on your way to morbid obesity ( >40 BMI or >35 if you have hypertension or diabetes). So firstly, you need to accept that and make changes. Secondly, it is almost certainly not a hormone issue. Hypothyroid, the shit everyone tries to blame, does 5-10 pounds of weight gain for people with it.
