The government exists at the population's discretion. If the majority of the US population looked around and said "were done with this", the government would be overthrown. The government governs with consent.
A smaller group could take over by force with the right strategy.. would have to be no less than 30 people if you had the exact right people. If you dont have the right people, it would take more.
