I'm not sure its even overrated anymore, its just popular. But even the fans would agree that at least half of the show's episodes are trash, due to bad decisions by changing showrunners. When someone competent is in charge they have done really cool and interesting things with their character and the setting, but for large swaths of its existence it was run by people who had no idea how to write or tell a story and just desperately wanted to be shocking.
