Your brother honestly seems to have some mental and/or behavioral issues. I might sound like one of those mental-issue-hypochondriacs, but I’m being completely serious when I say these behaviors could be symptoms of a personality disorder that has the potential to ruin his life, and potentially the lives of others as well.
Personality disorders make people fucking unbearable sometimes. Somwtimes they make people genuinely awful. Sometimes they make people downright scary to be around. But when you start to notice symptoms in a kid/teenager, you can help them a lot just by helping them understand what they’re doing wrong. Instead of scolding them, try to explain things to them without making them feel like they’re a complete fuck up. Try to explain consequences to them in a way that gives them confidence and pride in the idea of doing better, rather than just bitching them out like you would normally do with a kid who should be old enough to know better. That just makes them feel guilty and worse about their whole situation in life.
It sounds like he’s lost faith in your parents, to some degree. That’s really bad for a kid’s emotional development. I think your best bet, since you probably can’t get him into any kind of counseling yourself, would be to try and be the person he looks up to. Try to become his moral compass, if he refuses to let your parents fill that role. Show him the understanding he feels like he isn’t getting from them.
The reason your parents don’t punish him like they would punish you might because they know there’s something wrong with how he receives and processes a typical punishment for a child his age. It could be that it simply doesn’t work with him, and it only stresses him out more, and causes him to misbehave more...

This can have a MAJOR impact on how they come to view themselves. As a 13 year old, he probably doesn’t know Jack shit about mental problems. If he catches wind that there’s something off about him, and he probably already has, then whatever he hears about mental problems from daily life is going to be how he thinks of himself. If he thinks he might be a psycho, he’s going to think of murderers and cult leaders and all of that. Even if he doesn’t want those things, he might feel like he’s destined for it somehow.
They need to be convinced that people with a fucky brain can get along and blend into society just fine. That they can be accepted, and that they’ll be allowed to play by slightly different rules, by the people who know them. Make them feel like they actually have a choice, and making mistakes sometimes doesn’t necessarily mean they’re incapable.
Also, get him into something physical, if he isn’t already. The boy needs a healthy way to work out his anger so he doesn’t start going out back and killing all the wildlife he sees

I am a behavior specialist and I work with kids your brother's age. He is not retarded. He would most likely be diagnosed as ed (emotionally disturbed). He in some ways does not understand consequences, particularly consequences of his own actions. He truly cannot understand why he can't have his way all the time. Instead of beating on him or punishing him in some other way, try rewarding him for desired behavior. I know it sounds like bribery, but it honestly does work. It takes co.mitment in the part of the people dealing with him, but if you make a deal with him and he doesnt live up to it, he doesn't get rewarded, no matter how big a fit he throws. For example, if he goes two days without an outburst you will give him his favorite candy or some similar shit.
