If they have a handgun, grip hand tightly around slide and force it to angle upward; they will fire one shot and then the gun will fail to cycle, effectively forcing them into hand on hand combat. If you carry a knife, you may feel inclined to slash their right forearm on the soft veiny side, ideally severing some finger connection; you can do this before they drop the gun if you're just itching to cut someone. You'll definitely get hit, but maybe you won't die. You'll probably die. You'll definitely die. This is teenage mall ninja fantasy shit, but it'd be pretty cool if it worked.

Alternatively, run away quietly. This is a much more practical approach, but your survivor's guilt will haunt you.

In a straight line if he fires blindly, in a zig-zagged line if he aims directly at you. Try to reach the corner of a building - if you make it around a corner, you are basically safe. Alternatively, hide behind a car or behind a wall. Stay hidden as long as possible but keep your eyes open for an escape route.
Call the police as soon as you are out of the shooters sight and range.

its literally that easy. A gun doesn't make you invincible. There are several situations where you may be armed but it would be inappropriate or suicide to try to draw your weapon. If you know when to fight, when to stand down, and when to retreat [protip: in a civilian setting, ALWAYS retreat if able] you're giving yourself the best chance you can in a combat situation. Having a gun doesn't make you immune to a mass shooter, but it gives you a hell of a better chance if you're not a part of the initial attack/confusion.
