ACKSHUALLY They folded the metal because it was difficult to control the carbon content of the steel bloom that comes out of your furnace and it always ended up with very high carbon (hard and brittle) and low carbon steel (soft and malleable) parts so in order to get the desireable steel quality you would take both those pieces and try to equalize the carbon content in your final piece so you get a moderately high carbon steel that has the elasticity but also hardness that you need. Folding does not remove impurities and even increases the chance of introducing more impurities. Also europeans did this too.

It doesn't have anything to do with "quality". You can have your cleanest wrought iron and it would still make for a shit sword that bends at the first impact and your best cast iron would still break apart if you hit anything. You want the sweet spot of moderately high carbon steel of around 1.5% carbon content for the best properties and that depends entirely on how well you smelt the ore. With medieval techniques the carbon content of the bloom you get out of he smelter would be very difficult to control even in europe. Impurities are removed in a proper smelting process because everyone had more or less impure ore. There's no such thing as the magically "good" iron ore maybe except for the ore used for damascene wootz steel which gives you the patterns because of the other trace elements in it. And even that isn't as magically high quality as myths say, it just looks cool.
