Hurricanes occur by cold pressure systems encountering warm pressure systems over the water creating a vortex, if you could dramatically increase or decrease the temperature of the 2 heat systems colliding (increase in the case of a nuclear blast) you could probably get the thing to stop. Honestly maybe using non nuke MOABs like a few of them at once would be cheaper and you wouldn't need to worry about radiation at all. Well they're thinking about their second term in the case of presidents and using charity for other countries to make themselves appear more benevolent to second term voters so they can at least think in terms of 8 years.
