Sometimes floor sweepings (for all the tobacco scraps from the factory, which in Cuba is pretty gross), some people have found plastic, trash etc. Maybe not necessarily dangerous, but not something I would smoke.

Other times they're just hand rolls from farms that get a fake label slapped on and sold on the street to tourists and may still be a decent, albeit lower quality smoke.
